Quebec CIty's municipal administration adopted a Sustainable Mobility Plan in 2010. Far from being implemented, the original goal to promote the development and use of sustainable transportation modes - walking, cycling and public transit - confronted the inertia of 50 years of car based transportation policies and investment. This presentation explores the structural consequences of such planning with the use of space syntax methods. It helps to points some critical planning decisions. It underlines that change in the transportation modes is more than the provision of a new technological solution.
